Mayors approve slight tax increase for 2020

Prescott-Russell taxpayers will be contributing a little more to the United Counties of Prescott and Russell next year.

The 2020 budget adopted this morning by the mayors of the eight municipalities includes a 3 per-cent increase for property taxes.

“I am satisfied with the results,” said Warden Robert Kirby, during an interview after the Wednesday session of the United Counties of Prescott-Russell council (UCPR).

The total UCPR 2020 budget will be $126,668,400, which includes the property tax levy of $46,409,800. The 2020 property tax levy is $1,334,900 more than the one for the 2019 UCPR budget.

For the average homeowner, with a house and land valued at $266,000, the three-per-cent tax increase means $32.55 more on the UCPR portion of their property tax bill when those go out in the mail next spring.

Budget highlights

The 2020 UCPR budget includes the funding allocation for next year’s phase of the new Prescott-Russell Residence project in Hawkesbury. Located on Spence Street, the new facility will replace the existing seniors retirement and long-term living support residence on Cartier Boulevard.

Also included in the budget is an increase in the UCPR’s per diem support for residents living in registered social housing in Prescott-Russell. The amount is 50 cents more each day for each resident, paid to the owner/operator of the registered social housing facility.

The three-per-cent tax increase for the UCPR is consistent with what most of the eight member municipalities have approved for their own 2020 budgets. The annual UCPR budget plan has included property tax increases for the past four years now, since the last zero-tax-increase budget in 2015. The 2016 budget had a one-per-cent increase and the following 2017 budget was a two-per-cent increase while the 2018 was about three per cent. The 2019 budget saw the property tax increase jump to 3.8 per cent.
